What decided it

The magnitude of landscape and visual harm caused by the prominent utilitarian structure, combined with the unquantified and uncontrollable risk that removal of the tree screening would substantially worsen effects, conflicts with Policy 4.7 of the Dartmoor Local Plan and cannot be justified by the public benefits offered.
