What decided it

The site qualifies as infill within the built-up area of Bluntisham under the HDLP's own definition, being physically, functionally and visually related to existing buildings and entirely within the curtilage of No 21, separated from open countryside by a clearly defined hedgerow, and subject to careful design control through reserved matters and conditions, the development would not result in significant harm to character and appearance.

The modest housing contribution from a small site in a sustainable location with reasonable services outweighed the limited visual impact concerns, particularly given the Council's demonstrated 5.5-year housing land supply and the Framework's support for small site delivery.
