Main issues, as the Inspector framed them
- The effect of the proposal on the character and appearance of the area
- Whether the proposal would be acceptable in respect of carbon dioxide emissions
What decided it
The absence of a completed planning obligation to secure carbon dioxide emissions reductions, combined with the Inspector's finding that exceptional circumstances did not justify a negatively worded condition, resulted in conflict with Policy SP2 of the Borough Local Plan that could not be outweighed by the identified benefits.
The identified benefits of housing delivery (moderate weight) and economic activity (limited weight) did not cumulatively outweigh the significant weight afforded to the conflict with the development plan on carbon dioxide emissions, resulting in dismissal.
