What decided it

The visual prominence and dominance of the 18m monopole in views towards and from the grade II listed building Beaumont Leys House, combined with its incongruous appearance within the street scene, resulted in less than substantial harm to heritage setting that was not outweighed by the public benefits of the telecommunications installation.
