What decided it

The available evidence did not show that the caravan had been used as ancillary to the dwelling for the required ten-year continuous period; instead it appeared to have been used as separate residential accommodation, and the appellant's subsequent use as ancillary storage constituted a material change of use occurring less than eighteen months before the application date.
