The contemporary balcony design and full height glazed French doors would appear unsympathetic to the existing building and would fail to preserve the character and appearance of the Harbour Conservation Area, with no public benefit to outweigh the less than substantial harm to the designated heritage asset.

The appellant's desire to take advantage of the seaward outlook was outweighed by the need to maintain the important contribution of a traditionally designed 'key building' to the conservation area; less than substantial harm to heritage significance with no public benefit to justify it
