What decided it
The substantial weight given to the harm arising from poor character and appearance, inadequate living conditions for future occupiers, and undemonstrated impacts on biodiversity outweighed the moderate benefits of housing and commercial provision, particularly given the failure to establish that the Housing Delivery Test or five-year housing land supply provisions of the Framework were engaged.
The moderate social and economic benefits of nine residential units and a modern commercial unit were substantially outweighed by the harm to character and appearance, the significant shortcomings in future residents' living conditions, and the undemonstrated impacts on nearby Sites of Importance for Nature Conservation, resulting in a conflict with the development plan and the Framework.
