What decided it
The proposed development would be inappropriate development in the Green Belt causing moderately harmful loss of openness, and the Green Belt and AONB policies provide clear reasons for refusal under paragraph 11 Footnote 7 of the Framework notwithstanding the lack of 5-year housing land supply.
The harm to the Green Belt (given substantial weight) and harm to the character and appearance of the AONB and AGLV were not clearly outweighed by the modest benefits of housing delivery, use of previously developed land, and the low-weight fallback position, so very special circumstances did not exist.
