What decided it
The substantial harm to living conditions arising from inadequate private amenity space for both existing and future occupiers, which fundamentally conflicts with the importance of ensuring healthy living conditions in the context of promoting effective use of land, outweighs the limited benefits of housing delivery in a location where the Council cannot demonstrate five-year housing land supply.
The substantial weight of adverse impacts on living conditions and healthy places, assessed against the policies of the Framework taken as a whole, significantly and demonstrably outweighs the limited weight afforded to the benefits of providing one dwelling, such that the presumption in favour of sustainable development does not apply.
