The photographic evidence demonstrated that the hardstanding was created as a single new operation in 2018-2019 (not an extension of pre-existing hardstanding) and the material change of use to builders storage occurred within the enforcement time limits, with the appellant unable to demonstrate the requisite time periods had elapsed.
