What decided it
The Council's inability to demonstrate a five-year housing land supply, which engaged the tilted balance under paragraph 11(d) of the Framework and meant the conflict with Policy SWDP2 was outweighed by the significant housing and affordable housing benefits.
The adverse impact of the development on the spatial strategy of the development plan and the countryside would not significantly and demonstrably outweigh the considerable benefits of up to 100 dwellings, 40% affordable housing, economic benefits, new open space, and potential biodiversity net gain when assessed against the policies in the Framework as a whole, such that the presumption in favour of sustainable development applied and indicated that planning permission should be granted.
