What decided it
The proposed hub's width would unacceptably restrict the available pavement width in a heavily used town centre location, presenting an unacceptable obstruction and hazard to pedestrians, which could not be outweighed by the modest public benefits of the communications services provided.
The modest public benefits of providing Wi-Fi, device charging, public messaging, free calls and wayfinding services, together with renewable energy and crime prevention features, did not outweigh the significant harm to public safety (pedestrian obstruction) and visual amenity (bulky, visually intrusive appearance in the street scene).
