What decided it

The less than substantial harm to the Lark Conservation Area through loss of green space, trees and the incongruous character of the development, which was not outweighed by the limited public benefits of a single dwelling, combined with the absence of an ecological survey and breach of green space protection policy.

The limited public benefits of a single dwelling and construction-related economic activity were outweighed by the significant conflict with development plan policies protecting character and appearance, the Conservation Area, green spaces, trees, ecology and biodiversity.
