What decided it

The Council's inability to demonstrate a five-year supply of deliverable housing sites rendered the settlement boundary policy out of date, engaging the tilted balance, and the Inspector concluded the substantial benefits of the scheme were not significantly and demonstrably outweighed by the limited harm of building outside the development boundary.
