Main issues, as the Inspector framed them

  • The effect of the proposal on the special architectural and historic interest of Pool Farm and whether it would preserve or enhance the character or appearance of the Biddestone Conservation Area

What decided it

The less than substantial harm to the special architectural and historic interest of the listed building and the character and appearance of the conservation area, which cannot be justified by the public benefits of the scheme, particularly given the absence of substantive evidence that the level of intervention is necessary for viability.
