Main issues, as the Inspector framed them
- The effect of the proposal on the setting of Nos 83 to 91 High Street, which are Grade II listed buildings, on the special interest of the outbuilding to the rear of No 83, which is also a Grade II listed building, and on the character and appearance of the West Malling Conservation Area
What decided it
The heritage benefits of improving the townscape and restoring the ragstone wall, weighted as substantial, outweighed the less than substantial harm to the listed buildings, such that the proposal accorded with the Framework and the development plan.
The less than substantial harm to the significance of two listed buildings was outweighed by substantial heritage benefits (improvements to the townscape and ragstone wall) and moderate social and economic benefits of new housing in an accessible location, resulting in a net benefit to the character and appearance of the conservation area.
