The great weight required to be attached to the harm to the conservation area under paragraph 202 of the Framework outweighed the public benefits of housing delivery and economic benefits in a sustainable location.

The public benefits of four new dwellings in a sustainable location and associated economic and environmental benefits were outweighed by the great weight to be given to the less than substantial harm to the conservation area.
