What decided it
The absence of any identified harm from the proposal, combined with the severe shortfall in housing land supply engaging the presumption in favour of sustainable development, decided the appeal in favour of allowing it.
With no adverse effects found from the scheme, the significant benefits of housing delivery, economic activity and remediation of a contaminated site weighed significantly in favour, and the balance favoured granting permission under the tilted balance in paragraph 11(d).
