Main issues, as the Inspector framed them
- Whether the location of the site would be suitable for the development, in the light of development plan policies
- The effect of the development on the character and appearance of the area, including the Tamar Valley Area of Outstanding Natural Beauty (the AONB)
- The effect of the development on protected habitats
What decided it
The unsuitability of the site's location for tourism/residential use and the resulting harm to the character and appearance of the AONB caused by the caravan, decking and associated paraphernalia.
The harm to the character and appearance of the area, including the AONB, and the unsuitability of the location outweighed the appellant's case for retaining the caravan, though the minor harm from the shipping container was outweighed by the benefit of its agricultural use, and the track was found to cause no material landscape harm given its agricultural function.
