What decided it

The proposal would have a harmful effect on the character and appearance of the area by introducing an incongruous and dominating boundary structure that fails to respect the established street scene character, thereby conflicting with Policies D1 and SL1 of the Cheltenham Plan and Policies SD4 and SD14 of the Joint Core Strategy.
