What decided it

The isolated, highly unsustainable location of the dwelling in conflict with countryside protection policies of the development plan outweighed the appellant's personal and family circumstances.

Great weight to housing need and the children's welfare and education needs was outweighed by the harm of conflict with development plan policies protecting the countryside and controlling the location of housing.
