What decided it
The Council's inability to demonstrate a five-year housing land supply (2.9 years) engaged the tilted balance under paragraph 11d of the Framework, and the absence of significant harm to the AONB or other Framework-protected areas meant permission should be granted.
The limited harm from conflict with locational policies (ascribed minimal weight as out-of-date) and the absence of significant harm to the AONB were outweighed by the benefits of additional housing delivery in an area with substantial undersupply, applying the paragraph 11d presumption in favour of sustainable development
