What decided it

The street hub unit would appear out-of-place and harmful to the character and appearance of the public realm, conflicting with Policies QD6.2 and QD6.4 and NPPF paragraphs 112, 126, 130 and 136, with the limited benefits of improved digital connectivity insufficient to outweigh this harm.
