What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged the tilted balance under paragraph 11(d) of the Framework, and the provision of an additional dwelling with social and economic benefits was not outweighed by adverse impacts.
The benefits of housing provision and small economic benefit from construction, combined with environmental benefits from additional landscaping and protection of the SAC through conditions and strategic mitigation, outweighed the limited adverse impacts of a single dwelling, applying the presumption in favour of sustainable development under paragraph 11(d) of the Framework.
