What decided it

The proposed access would provide visibility to the nearside edge of the road to the north of only 12 metres, considerably less than required by relevant guidance, creating an unacceptable risk to highway safety contrary to NPPF paragraph 111 and Wiltshire Core Strategy policies 60 and 62.
