The harm to the Green Belt by reason of inappropriateness and conflict with the settlement hierarchy strategy, to which substantial and significant weight respectively were given, was not clearly outweighed by the limited weight attributable to economic benefits and housing supply in a context where the Council can demonstrate a five-year supply.
