What decided it
The risk of adverse effects on the integrity of the Chilterns Beechwoods SAC, which provides a clear reason for refusal under paragraph 11 of the NPPF, combined with the visual harm to character and appearance contrary to the development plan.
Although the proposal would provide housing and the Council could not demonstrate five-year supply, the clear reason for refusal arising from the risk of adverse effects on the Chilterns Beechwoods SAC habitat site, combined with the identified harm to character and appearance, outweighed these benefits and displaced the presumption in favour of sustainable development.
