What decided it

The approved plans specified Velux GGL C04 windows with centre pivot opening mechanisms, meaning the Council had approved openable windows; therefore the requirement to fix them shut was achievable and constituted compliance with the 'non-opening' condition, but the obscure glazing condition required actual obscure glass installation, not film substitutes.
