The less than substantial harm to the listed building as a designated heritage asset was outweighed by public benefits including eight new dwellings, considerable investment in the building's fabric, securing its optimum viable use, and economic benefits; the limited heritage harm was clearly outweighed by housing and economic benefits when assessed against the Framework taken as a whole under the tilted balance.
