What decided it
The absence of a five-year housing land supply triggered the presumption in favour of sustainable development under paragraph 11(d) of the Framework, and the limited less-than-substantial heritage harm was clearly outweighed by the cumulative benefits of eight new dwellings in an accessible location, economic benefits, and heritage enhancements, with adequate mitigation for the Cannock Chase SAC secured.
The less than substantial harm to the listed building as a designated heritage asset was outweighed by public benefits including eight new dwellings, considerable investment in the building's fabric, securing its optimum viable use, and economic benefits; the limited heritage harm was clearly outweighed by housing and economic benefits when assessed against the Framework taken as a whole under the tilted balance.
