The provision of eight new dwellings in an accessible location, combined with the securing of the listed building's long-term conservation through its conversion to residential use, outweighed the less than substantial heritage harm when assessed against the Framework's presumption in favour of sustainable development in the context of housing land supply shortfall.

The less than substantial harm to the listed building as a designated heritage asset was outweighed by the cumulative benefits of additional housing provision in an accessible location, its associated economic benefits, and aspects of the proposals that would bring enhancements to the historic environment; the presumption in favour of sustainable development applied and was an important material consideration in the overall planning balance
