What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites engaged paragraph 11(d) of the NPPF, making the restrictive countryside policies out of date and affording them only limited weight, which was outweighed by the benefits of housing provision and the development's appropriateness to the character and appearance of the area.
The limited adverse impacts of the proposal, comprising conflict with out-of-date countryside policies, did not significantly and demonstrably outweigh the important benefits of three new dwellings, their contribution to housing supply, and associated economic benefits, when assessed against the policies in the Framework as a whole.
