The conflict with LP Policy ST2 (out-of-date) and limited conflict with ELP Policy DS4PU (subject to modifications) was outweighed by the benefits of housing delivery in a sustainable, well-related location with no identified harm to character, appearance, highway safety or drainage, applying NPPF paragraph 11(d)(ii).
