The harm to neighbouring living conditions from increased sense of enclosure and noise and disturbance from roof terraces, combined with increased highway safety risks from intensified vehicle movements within a constrained shared access, significantly and demonstrably outweighed the moderate benefits of housing delivery and building improvement.

The benefits of 8 dwellings, efficient use of previously developed land, economic benefits, improved building appearance and cycle parking provision (moderate weight) were significantly and demonstrably outweighed by the adverse impacts of harm to neighbouring living conditions and highway safety when assessed against the policies in the Framework taken as a whole.
