What decided it
The less than substantial harm to the setting of the listed Grove Farmhouse, which under the Framework's heritage protection policies was not outweighed by the housing and other public benefits, meant the presumption in favour of sustainable development did not apply.
The modest/small weight benefits of housing delivery, affordable housing and education/transport contributions did not outweigh the less than substantial harm to the setting of the listed building, combined with harm to character and appearance and conflict with the settlement strategy, resulting in overall conflict with the development plan as a whole.
