What decided it

The appellant failed to demonstrate a clearly established existing functional need for a rural worker to live permanently at the appeal site, and the proposed dwelling would in any event harm the rural character and appearance of the area.

The harm to the character and appearance of the area and the undermining of the Council's plan-led approach to housing delivery attracted significant weight and outweighed the minimal benefits associated with the proposal, so the proposal conflicted with the development plan with no other considerations, including the Framework, outweighing that conflict.
