The less than substantial harm to the setting and significance of the Old Bedhampton Conservation Area, together with conflict with the spatial strategy and loss of agricultural land, was outweighed by the substantial benefits of delivering up to 43 homes (including 30% affordable housing) to address a severe housing supply shortfall, biodiversity net gain, sustainable transport provision, and community benefits.
