The significant and demonstrable harm to the character and appearance of the area and to the living conditions of both existing and future occupiers substantially outweighs the modest housing benefits, particularly given the conflict with Policy CS16 and the Framework's requirements for high-quality design and amenity.
The modest benefits of four dwellings in a sustainable location and economic/social benefits from construction and occupation were substantially outweighed by the significant harm to character and appearance and to the living conditions of existing and future occupiers, despite the engagement of the tilted balance due to lack of five-year housing land supply.
