Main issues, as the Inspector framed them
- the effect of the proposal on the setting of the Grade II listed Hobs Aerie and the Aisled Barn
- the effect of the proposal on the character and appearance of the area
- whether the location accords with local and national policies promoting the use of sustainable transport
What decided it
The combined harm from the site's poor accessibility to sustainable transport, together with the heritage and character harms, meant the benefits of the scheme did not outweigh the adverse impacts even under the tilted balance.
The modest housing and economic benefits outweighed the less than substantial heritage harm and the modest character harm, but when the harm from poor sustainable transport accessibility was added, the adverse impacts overall significantly and demonstrably outweighed the benefits.
