Main issues, as the Inspector framed them
- Whether the appeal site is a suitable location for the proposed development having regard to relevant policies relating to the countryside
- The effect of the proposal on the South Downs National Park and the Solent Catchment Special Protection Area
What decided it
The appellant failed to demonstrate an existing essential need for a rural worker to live permanently on the appeal site, contrary to NPPF paragraph 80(a), and the proposal lacked sufficient design detail to satisfy the requirement to conserve and enhance the National Park landscape.
The benefit of providing one additional dwelling and contributing to housing supply was outweighed by the adverse impacts of inappropriate countryside location and the failure to demonstrate good design in a National Park setting.
