What decided it
The public benefits of the scheme (employment generation and public realm/placemaking benefits) were found to outweigh the less than substantial harm to designated heritage assets under the NPPF paragraph 208 heritage balance.
The substantial weight given to employment benefits and public realm/placemaking benefits, together with moderate weight for the employment and skills strategy, outweighed the great weight attributed to the less than substantial heritage harm and moderate weight attributed to the negative townscape contribution, resulting in the balance favouring the grant of permission.
