What decided it
The significant harm to the distinct character and appearance of the area caused by introducing a detached dwelling into a planned residential layout and the removal of important trees substantially and demonstrably outweighs the housing supply and economic benefits, even under the tilted balance.
The social benefit of housing supply and small economic benefits from construction and future occupiers' contribution to the local economy were outweighed by significant environmental harm to character and appearance and the impact on trees, with the environmental harm carrying substantial weight and significantly and demonstrably outweighing the benefits assessed against the Framework as a whole.
