The substantial harm to the distinctive character and appearance of the area caused by the dwellings' proximity to the public footway and incongruous detached form, combined with unacceptable harm to neighbouring residents' living conditions from the house, significantly and demonstrably outweighed the housing supply benefits even under the tilted balance.
The housing supply benefit and environmental benefits of energy efficiency were substantially outweighed by significant harm to the distinct character and appearance of the area and unacceptable harm to the living conditions of nearby residents; the adverse impacts significantly and demonstrably outweighed the benefits.
