The cumulative Green Belt and other harm, of very substantial weight, was clearly outweighed by other considerations of a very high order (housing land supply contribution, affordable housing, brownfield reuse, economic benefits, biodiversity net gain and emerging policy support), establishing the very special circumstances necessary to justify the development.
