What decided it

The acknowledged shortfall in housing land supply and the benefit of providing an additional dwelling in a sustainable location carried great weight and outweighed the limited harm to character and appearance.

The limited harm caused to the character and appearance of the area would not significantly and demonstrably outweigh the benefit of making more effective use of the site to provide an additional dwelling in a sustainable location, when assessed against the policies in the Framework taken as a whole, and the presumption in favour of sustainable development therefore applied.
