What decided it
The statutory duty to preserve the setting of the Grade II Listed Building, combined with the less than substantial heritage harm and failure to provide suitable living conditions, provided a clear reason for refusal that outweighed the housing supply benefits under paragraph 11(d) of the Framework.
The significant housing land shortfall and contribution of nine dwellings in a sustainable location weighed substantially in favour, but the less than substantial harm to the Listed Building's setting, to which the Framework attaches great weight, and the failure to provide suitable living conditions outweighed these benefits when assessed against the Framework as a whole.
