What decided it
The siting of the equipment cabinets in close proximity to a 1.8m boundary wall, combined with the step-up in height between cabinets, would create a security risk by enabling unauthorised access to nearby residential properties, and this harm could not be outweighed by the need for improved communications coverage given that alternative sites had not been adequately considered.
