What decided it
The combination of less than substantial harm to the conservation area, inadequate living conditions, highway safety concerns, and unmitigated effects on the SPA's integrity collectively outweighed the modest housing benefits, particularly given the strong protection afforded to the SPA under the Framework.
The modest benefits of two dwellings to housing supply were not considered to outweigh the identified harm to the conservation area, to which considerable importance and weight must be attached under s.72(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, combined with the unmitigated effects on the SPA's integrity.
