The outbuilding's uses (gym, storage, home office) have a functional relationship with the residential use of the dwellinghouse that is not uncommon, and the size is reasonable for a large family dwelling, therefore the development is incidental to the enjoyment of the dwellinghouse and constitutes permitted development under Class E of the GPDO.
