What decided it

Both appeal proposals would have a harmful effect on the external appearance of the building by appearing as dominant and incongruous additions that disrupt the architectural hierarchy and contrast markedly with the surrounding predominantly 2-storey buildings, thereby failing to comply with the prior approval condition under the GPDO.
