What decided it

The new gates would cause unacceptable harm to highway safety when closed, as vehicles would be stationary in the highway waiting for access and the gate piers would restrict visibility, contrary to Policy DM29 of the Croydon Local Plan 2018 and Policy T6 of The London Plan.
